Question by Jim L: Business that takes peoples inventions?
Is there a business that takes a person's invention and then manufactures a small set amount of this product and puts them in the local shops? And the inventor gets to see his product sell, and if it sells then the business proposes the product to bigger production and buys it in higher quantity and so on. Is there such a business? If not would this work?

I remember those early days of submitting inventions with the promise of having them carry it out just like you laid out.
Yes there is several places that do this and more than likely they are ethical
But they also can be your worst nightmare if your invention is stolen
I have been involved in the manufacturing world for many years and the problem is cost with this business model and with the internet even less protection for your idea being stolen
My best recommendation for anyone thinking about this do it yourself get to market as fast as possible establish yourself as the authority and get it into peoples hands quickly as possible
If you do start an internet business you will need the right tools to promote and leverage your business
